Ancak baz\u0131 \u00f6ng\u00f6r\u00fclen \u00e7\u00f6z\u00fcm yollar\u0131 beraberinde mevcut sorundan daha b\u00fcy\u00fck problemleri ortaya \u00e7\u0131karacakt\u0131r. Bu yaz\u0131da, denizde \u00e7at\u0131\u015fma riski olu\u015ftu\u011funda, <em><span style=\"color: #3366cc\">Denizde \u00c7at\u0131\u015fmay\u0131 \u00d6nleme T\u00fcz\u00fc\u011f\u00fc<\/span><\/em> (COLREGs \/ 72 \u2013 International Regulations for Preventing Collisions at Sea \/ 1972) konseptini bir kenarda tutarak telsiz haberle\u015fmesine neden ba\u015fvuruldu\u011funu, hangi sebeplerden \u00f6t\u00fcr\u00fc ba\u015fvurulmamas\u0131 gerekti\u011fini ve sonu\u00e7lar\u0131n\u0131 beyan eden birtak\u0131m olaylar ve bilgiler sunmak istiyorum. Talep edildi\u011fi takdirde referans olarak tutulan rapor ve dok\u00fcmanlar mevcuttur.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\">1800\u2019l\u00fc y\u0131llara kadar yelkenli gemilerin varl\u0131\u011f\u0131 \u00e7at\u0131\u015fma a\u00e7\u0131s\u0131ndan pek bir risk olu\u015fturmuyordu. 18. y\u00fczy\u0131l\u0131n ba\u015flang\u0131c\u0131nda ise buharl\u0131 gemilerin ortaya \u00e7\u0131kmas\u0131 ile beraber \u00e7at\u0131\u015fma riskleri de kendini g\u00f6stermeye ba\u015flad\u0131. Dolay\u0131s\u0131yla makine ile y\u00fcr\u00fct\u00fclen tekneler ortaya \u00e7\u0131kt\u0131\u011f\u0131 zamanlarda \u00e7at\u0131\u015fmalarda art\u0131\u015f meydana geldi ve bir dizi kurallar zinciri olu\u015fturuldu. Bu kurallar 1972 tarihinde en son halini alm\u0131\u015ft\u0131r. Elbette ki bu kurallar\u0131n geni\u015f kapsaml\u0131 ve ad\u0131m ad\u0131m tarihi kronolojisi de mevcut; ancak konumuz bu kurallar\u0131n tarihini incelemek de\u011fil.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\">19. y\u00fczy\u0131ldan \u00f6nce <em><span style=\"color: #3366cc\">insan fakt\u00f6r\u00fc<\/span><\/em> deniz kazalar\u0131nda \u00f6ncelikli bir sebep olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131r ve istatistiksel sonu\u00e7lar <em><span style=\"color: #3366cc\">48%<\/span><\/em> ile <em><span style=\"color: #3366cc\">85%<\/span> <\/em>aras\u0131nda de\u011fi\u015fiyordu. Buradan yola \u00e7\u0131karak, <em><span style=\"color: #3366cc\">Birle\u015fmi\u015f Milletler Sahil G\u00fcvenlik<\/span><\/em> (USCG \u2013 United States Coast Guard) biriminin yapt\u0131\u011f\u0131 ara\u015ft\u0131rmalarda 1999 ile 2001 seneleri aras\u0131nda insan fakt\u00f6r\u00fcn\u00fcn <em><span style=\"color: #3366cc\">85%<\/span><\/em> oran\u0131nda etkisi oldu\u011fu ortaya \u00e7\u0131kt\u0131. Denizde \u00c7at\u0131\u015fmay\u0131 \u00d6nleme T\u00fcz\u00fc\u011f\u00fc ilk olarak 1910 y\u0131l\u0131nda derlenmi\u015fti. Dolay\u0131s\u0131yla bu alandaki bir\u00e7ok farkl\u0131 etken ara\u015ft\u0131rma konusu olarak insan fakt\u00f6r\u00fc ba\u015fl\u0131\u011f\u0131 alt\u0131nda incelenmektedir. Niyetin belirlenmesi i\u00e7in irtibat sa\u011flamak yerine t\u00fcz\u00fckte yer alan kurallar gereken zamanda uygulanm\u0131\u015f olsayd\u0131 bu \u00e7at\u0131\u015fma meydana gelmeyebilirdi. \u00dcstelik bu olay\u0131n geli\u015fimine dair yap\u0131lan ara\u015ft\u0131rmada her iki gemi kaptan\u0131n\u0131n da seyir b\u00f6lgesine olan a\u015final\u0131\u011f\u0131n\u0131n olduk\u00e7a iyi seviyede oldu\u011fu tespit edilmi\u015ftir. Neyse ki sonu\u00e7ta can kayb\u0131 ve \u00e7evre kirlili\u011fi olmam\u0131\u015ft\u0131r.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\"><span style=\"text-decoration: underline\">\u00c7at\u0131\u015fma Olay\u0131 \u00d6zeti<\/span><\/p>\n<p style=\"text-align: justify\">Atlantic gemisi Ventspils liman\u0131ndan hareket etmi\u015f, y\u00fckl\u00fc bir \u015fekilde \u00c7in\u2019e gidiyordu ve su \u00e7ekimi 13.7 metreydi. Arngast gemisi ise Bremen liman\u0131ndan hareket etmi\u015f, y\u00fcks\u00fcz bir \u015fekilde (balast) ba\u015f draft 1.2 metre, k\u0131\u00e7 draft 2.4 metre iken Kalundborg liman\u0131na gidiyordu. Atlantic gemisinin Do\u011fu Balt\u0131k denizinden ge\u00e7erken b\u00fct\u00fcn ekipmanlar\u0131 \u00e7al\u0131\u015f\u0131r durumdayd\u0131 ve herhangi bir problem yoktu. Arngast gemisi de bir RADAR ve bir ARPA cihazlar\u0131 \u00e7al\u0131\u015f\u0131r \u015fekilde ilerliyordu. Bornholm a\u00e7\u0131klar\u0131nda, Atlantic gemisine iki k\u0131lavuz kaptan kat\u0131ld\u0131.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\">\u00c7at\u0131\u015fman\u0131n ger\u00e7ekle\u015fti\u011fi g\u00fcn\u00fcn sabah saatlerinde Atlantic gemisi kaptan\u0131 k\u00f6pr\u00fc\u00fcst\u00fcne gelmi\u015fti ve \u00e7at\u0131\u015fma s\u00fcresince de orada bulunmu\u015ftu. Ayn\u0131 zamanda 2. kaptan, vardiya zabiti, k\u0131lavuz kaptan ve serd\u00fcmen de k\u00f6pr\u00fc\u00fcst\u00fcndeydi.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\">Her iki gemi i\u00e7in makine a\u00e7\u0131s\u0131ndan herhangi bir problem de yoktu ve seyir fenerleri a\u00e7\u0131k durumdayd\u0131. Hava \u015fartlar\u0131 da her a\u00e7\u0131dan normal bir seyir i\u00e7in olduk\u00e7a elveri\u015fliydi. Atlantic gemisi 12 deniz mili, Arngast gemisi ise 11 deniz mili s\u00fcrat ile ilerliyordu ve g\u00fcnd\u00fcz 10:30 saatlerinde, Arngast gemisi Kiel kanal\u0131ndan Kalundborg b\u00f6lgesine ilerlerken, Atlantic gemisinin AIS cihaz\u0131 \u00fczerinde tespit edildi. K\u0131lavuz kaptan ayn\u0131 zamanda ARPA cihaz\u0131n\u0131 kullan\u0131yordu. Akabinde Atlantic gemisi otomatik pilot sisteminden \u00e7\u0131kar\u0131ld\u0131 ve el ile kumanda sistemine al\u0131nd\u0131. Arngast gemisinin 2. kaptan\u0131 da Atlantic gemisi ARPA cihaz\u0131 \u00fczerinde g\u00f6rd\u00fc. Atlantic gemisi rotas\u0131n\u0131 iskele y\u00f6n\u00fcne de\u011fi\u015ftirdi ve Arngast gemisinin 2. kaptan\u0131 durumdan \u015f\u00fcphelenerek gemi kaptan\u0131na haber verdi.<\/p>\n<table style=\"height: 20px\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\">Ancak saat 10:45 itibari ile iki gemi aras\u0131ndaki mesafe 2 deniz miline d\u00fc\u015fm\u00fc\u015ft\u00fc ve Arngast gemisi iskele taraf\u0131ndan yakla\u015fmaktayd\u0131. Akabinde Arngast gemisi taraf\u0131ndan niyetin belirlenmesine ili\u015fkin bir VHF telsiz \u00e7a\u011fr\u0131s\u0131 yap\u0131ld\u0131 ve Atlantic gemisindeki k\u0131lavuz kaptan telsize cevap verdi. Atlantic gemisindeki k\u0131lavuz kaptan bu geminin derin su \u00e7ekimi oldu\u011fu i\u00e7in yol hakk\u0131na sahip oldu\u011funu ve Arngast gemisinin sancak y\u00f6n\u00fcne rotas\u0131n\u0131 de\u011fi\u015ftirerek yol vermesi gerekti\u011fini s\u00f6yledi. Ayr\u0131ca hi\u00e7bir ses sinyali de kullan\u0131lmam\u0131\u015ft\u0131. Nihayetinde bir\u00e7ok manevra i\u00e7in ge\u00e7 kal\u0131nd\u0131 ve \u00e7at\u0131\u015fma ger\u00e7ekle\u015fti. B\u00f6lgede r\u00fcyet k\u0131s\u0131tl\u0131 (0.5 \u2013 0.8 deniz mili) seviyedeydi.
