Bu yeterlili\u011fe hangi meslek gruplar\u0131n\u0131n sahip olabilecekleri ise Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakanl\u0131\u011f\u0131\u2019n\u0131n haz\u0131rlad\u0131\u011f\u0131 Gemiadamlar\u0131 Y\u00f6netmeli\u011fi&#8217;ne g\u00f6re belirlenmektedir.<\/p>\n<table style=\"height: 20px;\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">Denizcili\u011fin zorluklar\u0131 y\u00fcksek \u00fccretlere ra\u011fmen uzun s\u00fcre gemilerde \u00e7al\u0131\u015fmay\u0131 zorla\u015ft\u0131rmaktad\u0131r. Dolay\u0131s\u0131yla, ilgili b\u00f6l\u00fcmlerden mezun olan m\u00fchendislerin denizde \u00e7al\u0131\u015fma s\u00fcreleri <em><span style=\"color: #3366cc;\">4-5<\/span><\/em> y\u0131ld\u0131r. Ge\u00e7mi\u015f d\u00f6nemlerde b\u00f6l\u00fcm say\u0131lar\u0131n\u0131n azl\u0131\u011f\u0131 ve meslekte uzun s\u00fcreli \u00e7al\u0131\u015fma s\u00fcresinin k\u0131sal\u0131\u011f\u0131 gibi nedenlerle sekt\u00f6rel b\u00fcy\u00fcmelerin artt\u0131\u011f\u0131 d\u00f6nemlerde denizcilik firmalar\u0131 gemilerde \u00e7al\u0131\u015facak i\u015fletme m\u00fchendisi bulmakta zorlanm\u0131\u015f ve bo\u015flu\u011fu di\u011fer m\u00fchendislik dallar\u0131ndan (makine m\u00fchendisi, Gemi makinalar\u0131 m\u00fchendisi ve Gemi in\u015faat\u0131 ve Gemi Makinalar\u0131 M\u00fch.) m\u00fchendislik yeterlili\u011fine sahip olmayan lise ve y\u00fcksekokul mezunlar\u0131na zorunlu STCW sertifika ve y\u00f6netim d\u00fczeyi e\u011fimleri vermek suretiyle yak\u0131nyol ve uzakyol yeterlili\u011fine sahip makinist ehliyeti ile gemilerde istihdam yolunu a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<table style=\"height: 20px;\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">Ancak, geli\u015fen teknolojilere paralel olarak gemilerdeki otomasyonun artmas\u0131, gemilerle ilgili zorunlu \u00e7evre d\u00fczenlemeleri gemi makinalar\u0131n\u0131n verimli i\u015fletilmesi konusunda gemilerde \u00e7al\u0131\u015facak zabitlerde sa\u011flam m\u00fchendislik bilgisini gereklili\u011fi milyonlarca dolarl\u0131k gemilerde kar\u015f\u0131la\u015f\u0131lan makine zabitlerinin \u015fekilsel yeterliliklerinin yan\u0131 s\u0131ra mesleki yeterliliklerinin \u00f6nemi sekt\u00f6rde \u00e7al\u0131\u015fan makinistlerin say\u0131s\u0131 artt\u0131k\u00e7a \u00e7ok daha fazla hissedilir hale gelmi\u015ftir.<\/p>\n<table style=\"height: 20px;\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">Yeni a\u00e7\u0131lan gemi makinalar\u0131 i\u015fletme m\u00fchendisli\u011fi b\u00f6l\u00fcmlerinin h\u0131zla artmas\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda hem a\u00e7\u0131lacak b\u00f6l\u00fcmlerin yeti\u015fmi\u015f <span style=\"color: #3366cc;\"><em>\u00f6\u011fretim \u00fcye say\u0131s\u0131n\u0131n azl\u0131\u011f\u0131<\/em><\/span> hem de ihtiyac\u0131n \u00fczerinde mezun verme durumunda Gemiadamlar\u0131 Y\u00f6netmeli\u011fi\u2019nin yeterlilik verece\u011fi meslek gruplar\u0131n\u0131n s\u0131n\u0131rlar\u0131n\u0131 kaliteyi dikkate almak suretiyle yeniden belirleme ihtiyac\u0131n\u0131 da ortaya koymaktad\u0131r. Yeni a\u00e7\u0131lan b\u00f6l\u00fcmler hem bir f\u0131rsat hemde bir risk ta\u015f\u0131maktad\u0131r. F\u0131rsat, gemilerde daha nitelikli elemanlar\u0131n istihdam ediliyor olmas\u0131, risk ise yetersiz \u00f6\u011fretim \u00fcyesi nedeniyle \u00f6\u011frencilerin gerekli bilgi ve beceri yeterlili\u011finden uzak bir donan\u0131mla denize ad\u0131m atmalar\u0131 olacakt\u0131r.<\/p>\n<table style=\"height: 20px;\" border=\"0\">\n<tbody>\n<tr>\n<td><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>2. Okul Kontenjanlar\u0131 ve Sekt\u00f6rel Kapasite<\/strong><br \/>\n\u015eekil 1 1990-2010 y\u0131llar\u0131na ait kontenjanlar g\u00f6r\u00fclmektedir. 2010 y\u0131l\u0131 itibariyle k\u00fcm\u00fclatif olarak \u00f6\u011frenci al\u0131nan b\u00f6l\u00fcm\u00fcn toplam kontenjan\u0131<span style=\"color: #3366cc;\"><em> 2959<\/em><\/span>\u2019a ula\u015fmaktad\u0131r. Bu de\u011ferlendirmede mezun olan t\u00fcm \u00f6\u011frencilerin mezun oldu\u011fu ve denize \u00e7\u0131kt\u0131\u011f\u0131 kabul edilmektedir. \u015eekil 1\u2019e dikkat edildi\u011finde 2010 itibariyle k\u00fcm\u00fclatif \u00f6\u011frenci toplam\u0131nda a\u011f\u0131rl\u0131kl\u0131 pay\u0131 <em><span style=\"color: #3366cc;\">\u0130T\u00dc<\/span><\/em>, <em><span style=\"color: #3366cc;\">YD\u00dc<\/span><\/em> ve <em><span style=\"color: #3366cc;\">DE\u00dc<\/span><\/em> \u00fcniversiteleri olu\u015fturmakta di\u011fer \u00fcniversitelerden hen\u00fcz mezun olmad\u0131\u011f\u0131 i\u00e7in gelecekteki etkileri yans\u0131t\u0131lmamaktad\u0131r. Tablo 2 1998-2011 y\u0131llar\u0131 aras\u0131nda T\u00fcrk Armat\u00f6rlerinin sahip oldu\u011fu 1000 GRT ve \u00fczerindeki milli ve yabanc\u0131 bayrakl\u0131 gemilerinin say\u0131s\u0131n\u0131 g\u00f6stermektedir. 2011 itibariyle T\u00fcrk denizcilik sekt\u00f6r\u00fcne ait milli ve yabanc\u0131 bayrakl\u0131 gemi say\u0131s\u0131 <em><span style=\"color: #3366cc;\">1219<\/span><\/em>&#8216;dur.
